Christopher Falkenberg, President
Christopher Falkenberg is a former Special Agent of the U.S. Secret Service and an attorney. While with the Secret Service, Mr. Falkenberg conducted numerous protective advances for the President and other government officials here and abroad and for visiting dignitaries. He led investigations of major fraud cases and worked on successful prosecution and sentencing of the perpetrators. Among his awards and citations, he received the Treasury Department’s Special Service Award and was recognized for heroism following the 1993 World Trade Center bombing. As a litigator with Davis Polk & Wardwell, a large New York law firm, Mr. Falkenberg conducted corporate internal investigations and was involved in a wide variety of civil and criminal matters. Prior to that, Mr. Falkenberg clerked for a judge of the U.S. District Court for the Southern District of New York. He holds a Bachelor’s degree from Kenyon College and a J.D. from Columbia University, both with honors.


Richard Chapman
Richard Chapman comes to Insite as a leading expert on executive protection and threat assessment having developed the Threat Assessment and Protection Program for the NYPD’s Intelligence Division. He served as the commanding officer of the unit responsible for analyzing and investigating threats made against public officials and all cases involving individuals with diplomatic immunity were handled from his office. The Threat Assessment and Protection Unit also provides protection for visiting heads of state and other dignitaries and while there Richard managed the nationally-recognized security courses given to the city’s detectives that have attracted law enforcement personnel from all over the country. He trained at the Secret Service Threat Assessment Center in Washington and at the State Department in the Diplomatic Security program. A true leader in the security industry, Richard is a founding member of the northeast chapter of the Association of Threat Assessment Professionals and has served on its board in numerous capacities.

Wilfredo Garcia
Wilfredo Garcia has won national recognition for his acceptance of sensitive and dangerous assignments in law enforcement and security consulting. He retired as a lieutenant from the New York City Police Department (NYPD), where his responsibilities included managing citywide efforts to control gun trafficking and developing the now-standard strategic system used to track and identify illegal firearms. He was the Enforcement Commander, working closely with the FBI, of a successful initiative that designed and implemented enforcement tools to protect businesses from extortion and intimidation. Most notably he led a team that eliminated the $500,000 "Mob Tax" waste cartel.  Mr. Garcia has directed high-profile crime investigations, and had a leadership role in the start-up of the White House-funded High Intensity Drug Trafficking Area  (HIDTA) initiative designed to dismantle major drug operations. He protected world leaders at World Economic Summit meetings and was chosen to spearhead highly sensitive Internal Affairs Investigations within the NYPD.

In his 20-year career in the NYPD and his five years as a corporate security consultant, Mr. Garcia has developed excellent working relationships with city, state and federal agencies, district attorneys' offices, the courts and the media. He offers Insite's clients unusually broad expertise in issues of fraud, extortion, corporate and personal security, employee misconduct and background investigations.


Ian Greenwald, MD
Dr. Ian Greenwald is an emergency medicine physician with specializations in nuclear, chemical and biological warfare and emergency preparedness. In addition to his clinical duties, Dr. Greenwald is one of seven physicians who oversee New York City’s Emergency Medical Services and is responsible for much of New York’s disaster response planning and implementation. Dr. Greenwald received his Bachelor’s degree from Binghamton University, and graduated from the University of Vermont’s College of Medicine, where he was inducted into the Alpha Omega Alpha honor society. He completed specialty training in Emergency Medicine at the University of Pittsburgh and was Chief Resident for EMS-related operations. He currently serves as an Emergency Physician in the United States Army Reserves.


Dennis Pluchinsky
Dennis Pluchinsky analyzed terrorism for the State Department’s Office of Intelligence and Threat Analysis for 28 years, monitoring terrorism in Europe, the Soviet Union, and subsequently the Commonwealth of Independent States. He also served as division chief for the Middle East and Asia bureaus and was later their resident al-Qaeda specialist.

He was twice selected for the Director of Central Intelligence’s Exceptional Intelligence Analyst Program – in 1992 to examine ethnic conflict in the former Soviet Union and Eastern Europe and in 2004 to make a comprehensive survey of terrorist surveillance methods.

For over 15 years Dennis has taught undergraduate courses on terrorism at three universities in the Washington, DC area and is a frequent lecturer at the CIA University, the National Foreign Affairs Training Center, the US Secret Service training center and the Joint Military Intelligence Training Center.

Dennis is a contributing editor to the international journal Studies in Conflict and Terrorism and his work is published in numerous collections. He regularly writes op-ed pieces for leading newspapers and articles for academic journals on the subject of terrorism. Dennis can be seen on CNN and other national media providing a professional perspective on terrorism-related news events.

 

Sigmund Latarski
Sigmund Latarski is a former Sergeant of the New York City Police Department and former head of security for Bank of Tokyo and Wang Laboratories. His extensive experience in private and public security includes consulting, drafting of security procedures and emergency response training. For the past seven years Mr. Latarski has served as a consultant to the Rockland County Police Academy in a variety of capacities involving training and anti-terrorism defense strategies. He has been certified by the newly created Transportation Security Agency to train airport personnel in explosive detection. Mr. Latarski holds a Master’s degree from C.W. Post College and a Bachelor’s degree form the John Jay College of Criminal Justice. He has been designated a Certified Protection Professional by the American Society for Industrial Security.


Frances Coniglio

Frances Coniglio is a certified paramedic with over ten years’ experience training both laypeople and professionals in emergency medical skills such as first aid, CPR, and use of the Automated External Defibrillator. Ms. Coniglio has worked as an emergency paramedic throughout the New York metropolitan area. She has advised businesses on establishing medical emergency plans and training employees to organize and react during emergencies. Ms. Coniglio holds certifications as an adult and pediatric advanced cardiac life support provider and as an Instructor Trainer.


James Reyes

James S. Reyes is Insite’s Director of Protective Operations, in charge of all personal protection and event security. He has managed security details protecting international heads of state, the Dalai Lama and the Pope, among other world leaders. He also has significant knowledge of security, protection and emergency procedures for large-scale venues, having acted as both a consultant in developing best-practice protocols for venue management as well as being responsible for the overall security planning for specific events drawing large numbers. Mr. Reyes comes to Insite from the New York City Police Department, where he served with distinction as a first-grade detective in the narcotics and homicide divisions before joining the Intelligence Division. He specialized in dignitary protection and threat assessment, most recently for the Richmond County District Attorney’s office. In his free time, Mr. Reyes, a former baseball player, is a committed coach to high school and Rookies Travel and a safety advisor for Little League teams.

 

 

   

Case Study #3: A Bomb?
 
A heavy, oddly addressed package arrives in a law firm’s mailroom. Mailroom employees examine the package and try, unsuccessfully, to verify the return address. The Emergency Response Team takes over. They isolate the package and notify the bomb squad, which x-rays the package and takes appropriate steps.
